
In a groundbreaking initiative, PetroGreen Energy Corporation (PGEC) and Copenhagen Energy (CE) are set to launch Ilocos Norte’s inaugural offshore wind farm, part of the ambitious North Luzon Offshore Wind Power Project (NLOWPP).
Spanning the coastal towns of Burgos, Bangui, and Pagudpud, this project aims to position the province as the “Renewable Energy Capital of Southeast Asia,” generating between 1,500 to 2,000 MW of clean energy for the Luzon grid. The project will be executed by BuhaWind Energy North Luzon Corporation, a collaboration between PGEC and the Danish renewable energy firm, Copenhagen Energy A/S.

Plans include constructing approximately 100 floating wind turbine generators, each with a capacity of 15 to 18 megawatts, with operations expected to commence by 203. In 2022, PGEC engaged in discussions with Governor Matthew Marcos Manotoc and local officials to outline the project, receiving active support from the Provincial Government of Ilocos Norte (PGIN) in navigating feasibility studies, environmental assessments, and community consultations.
Alongside the wind farm, PGEC plans to roll out Corporate Social Responsibility initiatives, including We Power CARE for environmental and community development and We Power HELP focusing on health, education, and livelihoods, to benefit local residents. Under Gov. Manotoc’s guidance, PGIN is keen on attracting more renewable energy investments to expand the province’s energy portfolio, reduce electricity costs, and create job opportunities for the Ilokano populace.
