
In the flood-prone cities of Malabon and Caloocan, where rising waters often bring hidden health threats, a quiet but impactful transformation has taken place. Pru Life UK, in collaboration with CARE Philippines and supported by Prudence Foundation, has successfully concluded the Sustainable Health Interventions for Eradicating Leptospirosis and Dengue (SHIELD) Project—an initiative designed to strengthen community resilience against climate-sensitive diseases.
At its core, the SHIELD Project recognized a pressing reality: as climate change intensifies, so do the risks of diseases like dengue and leptospirosis, particularly in densely populated urban areas vulnerable to flooding. Rather than addressing these challenges with short-term solutions, the initiative focused on building long-lasting systems rooted in community empowerment, education, and preparedness.
Backed by a PhP10 million grant from the Climate and Health Resilience Fund, the program mobilized a strong network of local government units, barangay health workers (BHWs), and community leaders. Together, they worked to reinforce frontline health systems and ensure that residents are equipped not only with knowledge, but with the confidence to act swiftly during health emergencies.
One of the project’s most significant achievements was the training and mobilization of nearly 200 barangay health workers. These individuals, often the first point of contact in times of illness or crisis, were empowered with enhanced skills to detect early symptoms, provide immediate guidance, and lead prevention efforts within their communities. Their role proved vital in cascading life-saving information, reaching over 18,800 residents through house-to-house visits and community education sessions.
Beyond awareness, SHIELD emphasized practical action. Around 1,000 community members participated in water, sanitation, and hygiene (WASH) training sessions, learning safer practices to minimize exposure to disease. Clean-up drives across seven barangays also helped reduce environmental hazards such as stagnant water and waste—common breeding grounds for disease-carrying vectors.
To further reinforce these efforts, information materials and hygiene kits were distributed, ensuring that households had both the knowledge and the tools to protect themselves. These combined interventions created a ripple effect, strengthening not only individual awareness but also collective responsibility across neighborhoods.
The project culminated in a gathering that celebrated its milestones while reaffirming a shared commitment among stakeholders to sustain the progress achieved. For CARE Philippines Country Director Reiza Dejito, the initiative was as much about people as it was about public health. She highlighted the importance of investing in barangay health workers, whose continued service ensures that communities remain protected long after the program’s conclusion.
For Pru Life UK, SHIELD represents more than a completed project—it is a foundation for future collaborations addressing the growing intersection of climate change and health. According to Atty. Calvin Kohchet-Chua, the company views strengthened community health systems as essential to building resilience, with financial security playing a key role in helping families navigate health-related challenges.
As climate risks continue to evolve, initiatives like SHIELD demonstrate that meaningful change begins at the community level. By empowering local health champions and fostering partnerships, Pru Life UK and its partners are helping shape a future where Filipino families are better prepared, better protected, and better equipped to thrive despite the challenges ahead.
