John Arcilla Renews Push for Transparent Government Spending Act

Veteran actor John Arcilla has renewed public attention on a proposed law seeking to make government spending easier for Filipinos to track, amid continuing public discussion over accountability and the use of taxpayers’ money.

The award-winning actor, widely recognized for portraying Antonio Luna in “Heneral Luna,” recently shared on Facebook a post encouraging content creators to raise awareness about the Citizen Access and Disclosure of Expenditures for National Accountability or CADENA Act.

The measure, Senate Bill No. 1506, proposes the establishment of a Digital Budget Platform where government transactions and budget-related documents would be made accessible to the public. These include contracts, procurement records, project costs, bills of materials, appropriations, disbursements, and other expenditure information. The proposed system is intended to make records timely, traceable, tamper-resistant, and verifiable.

Arcilla has previously expressed support for the proposal, saying in a social media post that ordinary Filipinos, rather than its principal author, Senator Bam Aquino, would stand to benefit from greater access to information about public spending.

The Senate approved the CADENA Act on third and final reading on December 15, 2025. Official Senate records show that 17 senators voted in favor, with no negative votes and no abstentions. The Senate legislative record lists the measure as pending in the House of Representatives as of December 16, 2025.

Arcilla’s latest post comes as several personalities from entertainment and digital media have publicly voiced support for the proposal. Among those identified as supporters are Edu Manzano, Pokwang, DJ JhaiHo, Aviona Starr, Lexi Mercader, and Kimifierce.

If enacted, the CADENA Act would institutionalize a digital disclosure system intended to give citizens greater access to information on how government funds move from appropriation to actual expenditure.

For Arcilla and other public supporters of the proposal, making such information readily accessible would give citizens more tools to scrutinize government transactions and public projects.
