The Philippines, situated in the Pacific Typhoon Belt and prone to an average of 20 typhoons annually, faces a pressing challenge: ensuring reliable communication during natural disasters. In response to this urgent need, the Department of Information and Communications Technology (DICT) has launched a groundbreaking initiative that places 17 Government Agency Communications Boxes, known as Commsboxes, throughout the archipelago.

This effort, developed in collaboration with Stellarsat Solutions Inc. and Kacific Broadband Satellites, aims to maintain connectivity in even the most isolated areas during emergencies. Natural disasters in the Philippines often wreak havoc on communication networks, resulting in delays for rescue and recovery efforts, which can lead to devastating losses in both lives and economies.

Studies indicate that the first 72 hours post-disaster are critical for saving lives, yet communication breakdowns can create significant obstacles for rescue teams attempting to coordinate their efforts. By deploying Commsboxes across all 17 regions, the DICT seeks to bridge these communication gaps and ensure that emergency responders have access to the information they need, wherever it’s required.

Local government units play a crucial role in managing disaster response, yet many struggles with limited resources and infrastructure. The Commsbox units empower these local agencies by equipping them with essential communication tools to enhance their disaster preparedness and response capabilities.

DICT Secretary Ivan John E. Uy emphasized the importance of not just providing resources, but also enabling local governments to act decisively when disasters occur. He stated that the deployment of Commsboxes would significantly reduce response times and foster nationwide resilience, ensuring that no community is overlooked in the face of disaster.

“Speed and efficiency are vital,” noted DICT Undersecretary Jeffrey Ian C. Dy, underscoring the urgency of improving communication infrastructure in light of increasing disaster frequency.

Commsbox: A Lifeline for Emergency Response

The Commsbox is an innovative mobile satellite communication unit designed to be rapidly deployed in disaster-stricken areas. Created by Kacific, this all-in-one solution addresses the specific needs of emergency responders in the Asia-Pacific region. By enabling government agencies, civil defense, military, and aid organizations to establish communications quickly, the Commsbox mitigates the impact of damaged infrastructure during crises.

These portable units are solar-powered, pre-configured, and require minimal setup, allowing for immediate activation in the field. Each Commsbox features a 55cm auto-pointing satellite dish, a solar power pack, WiFi capability, and a user tablet, facilitating high-speed internet access. With download speeds of up to 50 Mbps and upload speeds of 5 Mbps, the Commsbox ensures that vital communication remains intact during emergencies.

As DICT continues to enhance the country’s disaster response capabilities, it remains focused on finding innovative solutions to ensure no Filipino community is left disconnected in times of crisis.

The partnership between DICT, Stellarsat Solutions Inc., and Kacific signifies a substantial investment in the Philippines’ long-term disaster response strategy. The official handover of the Commsbox units to DICT representatives took place on October 28, with Kacific offering training for regional personnel on unit operation, troubleshooting, and optimization.

Additionally, local distributors will provide ongoing technical support. Jonjie Almendrala, President of Stellarsat Solutions Inc., articulated the importance of maintaining a robust communication network that can be activated at a moment’s notice.

“We are committed to ensuring that every corner of the Philippines has access to these lifesaving Commsbox units, where connectivity can truly make a difference,” he stated.
