
Vice Governors stand where climate plans turn into real protection for communities—and this was the message underscored by the Climate Change Commission during the 103rd National Assembly of the League of Vice Governors of the Philippines. Addressing the gathering, CCC Vice Chairperson and Executive Director Robert E.A. Borje emphasized that Vice Governors play a pivotal role in aligning provincial priorities with evidence-based climate action—ensuring that strategies on paper translate into lives protected and livelihoods sustained.

Borje highlighted how national frameworks such as the National Adaptation Plan serve as a guide for provinces to identify risks with precision and design responses grounded in science. Developed under the leadership of President Ferdinand R. Marcos Jr., the plan provides a roadmap for climate-smart development, which Borje said should be fully reflected in Local Climate Change Action Plans to strengthen risk governance and ensure long-term impact.

He also pointed to the People’s Survival Fund as a growing source of support for local adaptation projects, noting significant improvements in fund utilization and project approvals in recent years. With increased allocations and a stronger pipeline of initiatives, Vice Governors were encouraged to champion well-prepared proposals that bring climate resilience closer to communities on the ground. The CCC reaffirmed its commitment to work with local governments in refining processes and expanding access to financing—reinforcing that resilience is best built through coordinated action across all levels of government and society.
