Heavy rains and strong winds failed to stop thousands of residents from coming together as Manila marked its 455th founding anniversary with Mayor Francisco “Isko Moreno” Domagoso’s 2026 State of the City Address (SOCA). What was expected to be a traditional government report transformed into a vibrant gathering that reflected the city’s resilience, unity, and community spirit.
More than 30,000 Manileños filled the Quirino Grandstand on June 24 despite the threat posed by Typhoon Francisco. Earlier in the day, powerful winds damaged tents, chairs, and LED screens prepared for the celebration. City personnel worked swiftly to restore the venue, allowing the program to proceed as scheduled. Even when rain poured during the mayor’s address, the crowd remained, choosing to stay until the closing ceremonies.

This year’s celebration embodied the anniversary theme, “Matatag sa Hamon, Pinagtibay ng Panahon,” as residents demonstrated their determination to celebrate their city despite the challenging weather.
The event carried the atmosphere of a citywide festival rather than a formal government gathering. Families laid picnic mats across the venue, while senior citizens, students, government employees, and barangay delegations shared the occasion together. Numerous food stalls, ranging from popular fast-food chains to local coffee vendors and neighborhood entrepreneurs, added to the festive environment, encouraging attendees to linger long after the official program ended.

During his address, Mayor Domagoso focused on Manila’s financial recovery and ongoing development efforts. He disclosed that the city inherited financial obligations amounting to P14.6 billion from the previous administration, but has already settled P8.8 billion while continuing to fund priority programs in healthcare, education, public services, and economic growth.
“Hindi natin ginawang dahilan ang mga ito para magpetiks-petiks,” the mayor told the audience, emphasizing that financial challenges did not prevent the city government from delivering essential services.

He also drew laughter from the crowd when he likened Manila’s fiscal condition to a recovering patient.
“Wala na ba ang Manila City Hall sa financial ICU? Wala na po. Nasa recovery room,” he said, earning applause from the thousands in attendance.
Beyond the accomplishments presented during the SOCA, the celebration also highlighted civic responsibility. Despite the large turnout, authorities reported no major untoward incidents throughout the event. As the festivities concluded, residents joined city workers in cleaning the Quirino Grandstand, leaving the venue orderly and free of litter.

The successful celebration demonstrated not only Manila’s progress but also the collective spirit of its people. Through cooperation, resilience, and shared pride in their city, thousands of Manileños turned an official government event into a memorable celebration of community.
The festivities continue beyond the anniversary through the Department of Tourism, Culture and Arts of Manila (DTCAM), which continues to organize cultural, tourism, and community activities that showcase the heritage and vibrant character of the country’s capital.
